its a lip, a lip, a lip, lip, lip!
The lower and upper lip are called 'Labium superius oris' and 'Labium inferius oris'. The juncture is where the lip meets the surrounding skin around the mouth and is typically redish-pink with the borders called the vermilion zone. The skin of the lip is very thin compared to the skin on your face which has 16 layers... Since the skin is a light color it contains less particles that make up the color of our skin. And because of this, you can see blood vessels through the skin and that is why our lips are red. You notice the lip isn't hairy, it doesn't have sweat glands, so it does not have protection against the sun or other factors. This is why the lips dry out faster and/or get chapped.
